The Founder/Principal of The Lazarus Firm, LLC, former Pennsylvania Board of Pardons Secretary Brandon J. Flood, was the recipient of a pardon by Governor Tom Wolf for previous drug and firearm violations in March of 2019. After his release from prison in 2010, he spent a nearly a decade working for the Commonwealth of Pennsylvania and in the private sector as a government relations/public policy specialist. In April of 2019, Brandon was appointed by Pennsylvania’s 34 th Lieutenant Governor, the Honorable John Fetterman, as Secretary of the Pennsylvania Board of Pardons. It was in this role that Secretary Flood was directly responsible for both modernizing and streamlining Pennsylvania’s executive clemency process.
During his previous tenure as Executive Director of the Pennsylvania Legislative Black Caucus, Secretary Flood worked collaboratively with the Public Interest Law Center of Philadelphia to hold Pennsylvania employers/companies accountable that were guilty of engaging in
discrimination on the basis of one’s criminal history. Moreover, he served as the Political Action Committee Chairman for the Pennsylvania NAACP State Conference from 2015-2019, where he was both instrumental and successful in advocating for ‘second chance’ policies on both the local
and state level, which included but was not limited to encouraging the Wolf administration as well as various municipalities across the Commonwealth to adopt “Ban the Box” policies, as well as advancing occupational and professional licensure reform statewide.
